"That speaks volumes because that tells me citizens have spoke, talked about these issues, talked to their respective councillors or showed up at public hearings and they're feeling their voices are not being heard. People are really fed up."

Commenting on the 349 out of 459 Duggan homeowners who signed restrictive covenants to limit infill development — a 76% participation rate Elliott said demonstrated widespread dissatisfaction with the city's approach.

"Let's go back to the drawing board here because clearly we're doing something that's incorrect — that's really infuriating citizens. They're feeling that council is not listening to them, so now you see communities creating these restrictive covenants."

Calling on Edmonton to reconsider its infill policies more extensively, in response to Duggan residents pursuing restrictive covenants after failing to change city policy through political channels.
